English Councils Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a recent survey of municipal councils, English councils are preparing to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils representing second-tier cities in the UK stated that 60% of local authorities are planning to sell assets to cover the rising costs of adult and children’s social care.

Councils have previously faced criticism for disposing of public land and land to shore up their budgets, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition noted that a significant number of councils attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials said they would prioritise service redesigns and utilising savings to weather increasing financial challenges.”

Specific Cases of Proposed Sales

One local authority in Kent announced its property management strategy featured the sale of a shopping centre in Rainham and a community venue in another town to raise 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will also be disposed of under the plan.

Council Tax Rises and Wider Fiscal Strains

This research of councils in the key cities group, which covers several urban centers, also found that more than 70% of councils will have to raise local levies next spring to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

The authority explained it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to achieve both better provisions and financial savings,” said a council leader.

He continued: “We face demographic pressures which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Projections

Research of county councils recently further found local finances being stretched by the increasing figures of children and adults needing Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Government officials have put off scheduled changes to the Send system until next year after a white paper setting out those reforms was recently delayed.

Disadvantage and Financial Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, several participating urban areas were among the most deprived in England.

  • “Member cities like several major towns place in the top 30 across the country under the latest IMD measures,” noted the study.

“While only a single urban area is among the ten most deprived for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The figures highlights the extent of challenges facing local leaders across key cities in the next twelve months,” the report added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and addresses the real levels of disadvantage and need,” stated Michael Mordey.

“Without this, councils will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

One in five of councils have reduced or weakened social care provision in the last year, the survey found.
